Preface (proem) is an introduction to a book or any other literary work written and signed by the author or writer. Amendments are the official process of changing and/or adding some terms or context that become a part of the law, contract, constitution, and other legal documents. A preamble is an introductory part of the constitution or statute, while a Bill of Rights is the list of rights to the citizens of the country. Hence C is the answer.

In the Philippines, some school encourages the students to memorize the Preamble at a younger age to realize that they are the voice of our country and highlight welfare and unity as a part of society.  

The Philippine Preamble is stated below:
"We, the sovereign Filipino people, imploring the aid of Almighty God, in order to build a just and humane society, and establish a Government that shall embody our ideals and aspirations, promote the common good, conserve and develop our patrimony, and secure to ourselves and our posterity, the blessings of independence and democracy under the rule of law and a regime of truth, justice, freedom, love, equality, and peace, do ordain and promulgate this Constitution."
